NDIS Invoicing: A Complete Guide for Registered and Unregistered Providers

NDIS invoicing sits at the intersection of clinical service delivery and financial compliance. Get it right and you get paid on time with minimal administrative overhead. Get it wrong and you face claim rejections, delayed payments, and potential compliance issues with the NDIA.

Registered vs Unregistered Providers: Different Rules, Different Processes

Registered providers can deliver supports to Agency-managed or Plan-managed participants. For Agency-managed participants, registered providers submit claims directly to the NDIA through the myplace provider portal. Unregistered providers can only deliver supports to Plan-managed or Self-managed participants. Both registered and unregistered providers must use NDIS Support Catalogue item codes in their invoices.

What Must Be on an NDIS Invoice?

Every invoice must include: provider's ABN, name, and contact details; invoice number and date; participant's full name and NDIS number; for each line item — support item number, support item name, date of service delivery, quantity, unit price, and line total; and total invoice amount (GST-free for most NDIS supports).

Common Invoicing Errors and How to Avoid Them

Incorrect item codes (using a weekday rate code for a Saturday shift); exceeding price limits (invoicing above the price guide, even inadvertently); missing or incorrect NDIS numbers (a transposed digit will cause the claim to fail); billing for unsupported time (claims must correspond to documented service delivery); and late submission (NDIS supports should be claimed within 12 months of delivery).

NDIS Invoicing for SIL Providers

SIL providers invoice against the participant's SIL quote, which is negotiated with the NDIA separately from the main plan. The key invoicing requirements include invoicing at the agreed SIL rate (not the Support Catalogue hourly rate), maintaining daily shift records to evidence the rostered support ratios, and reconciling invoiced amounts against the participant's SIL funding balance regularly.
