NDIS Plan Utilisation Reporting: How Providers Can Help Participants Use Their Funding

Unused NDIS funding does not roll over to the next plan. When a participant reaches their plan review date with significant unspent funds, the NDIA may reduce their next plan on the basis that the previous allocation was not needed. For participants who genuinely need those supports, this is a serious outcome that providers are well positioned to help prevent.

Why Plan Utilisation Monitoring Matters

Many participants — particularly those who are newly funded, have complex communication needs, or are managing their own plans without strong support coordination — do not have a clear picture of how much of their funding they have used. Providers who track utilisation and share that information proactively are delivering a genuine service beyond the supports themselves. It builds trust, demonstrates transparency, and helps participants get the most out of their plans.

What Utilisation Reporting Should Show

An effective NDIS plan utilisation report should include: plan budget by support category; amount claimed to date; remaining budget and percentage utilised; projected spend at current rate; and service delivery gaps — weeks where supports were not delivered or were cancelled.

Having Utilisation Conversations with Participants

When your reporting shows a participant is tracking to underspend their plan, the right response is a direct conversation — not increasing service frequency without a clear rationale. Start by reviewing what the plan intended to fund and whether any of those supports have not yet been put in place. Document these conversations. Avoid any practice that could be construed as delivering unnecessary supports to exhaust funding — this is treated as a serious compliance matter by the NDIS Commission.

Building Utilisation Tracking into Your Reporting Cycle

Generate utilisation reports for all active participants on a monthly basis and flag any participant who is tracking to underspend by more than 15% of their plan budget. Review these flags at your monthly operations meeting and assign a follow-up action.
